Where can I get/download the Storage Options Balloon logo as used on Scroll Excel 7"?

You are asking for highly knowledgable hacking procedures, involving the decompilation of the boot.img and unless you have the necessary software tools and skills to hand yourself, you will need to find someone who is willing to do it for you. Personally I don't hold out much hope as at the end of the day it is simply a picture and it is different for each of the Scroll models. If you are desperate you could always contact S.O. and ask them if they will let you have a copy, but I wouldn't hold my breath.(chances are it is a copyrighted image anyway)

If however you are asking because you want to customise the picture or replace it with one of your own, then I suspect the only way you will accomplish this is to learn how to do it yourself as I am sure most devs will consider it too frivolous a task to put their hard won skills to.
