Huawei E3131 dongle

Hi
I have a Scroll excel and I would like to use my Huawei E3131 dongle which I use on my PC with the Scroll
How Can make my Scroll recognise this dongle if at all possible?
When connected to the Scroll the dongle shows a solid blue light showing that that the dongle is connected to a 3g network but no internet connection'
I have checked /system/etc/3g_dongle.cfg which details various other Huawei dongles but not the one I have.
I have tried adding the details below to 3g_dongle.cfg but the file is read only, is there any way that you can change it so that you can write to this file and save it.
If I was able to add these details do you think this would work ?

2. dongle_name = E3131
3. production_name = E3131
4. vendor_name = huawei
5. network_type = GSM_MODE
6. pid_vid_origin = 0x12d114fe
7. bcdDevice_origin = 0x0
8. pid_vid_now = 0x12d11506
9. bcdDevice_now = 0x0
10. at_port = 1

Please advise if I am on the right track with this problem,

You can change the the write permissions on the config file on a rooted tablet with Super User installed, but it may be unwise to start changing system config files without knowing exactly what you are doing.

Supertramp says he has got his usb dongle working on his Excel Ok in his post here: viewtopic.php?f=48&t=3020&p=24107&hilit=3g+dongle#p24107 so you might try messaging him asking what he is using.

There is a list of 3g dongles which Storage Options says are compatible with the Scroll Elite so there is a reasonable chance these might work on the Excel also but no guarantees. viewtopic.php?f=64&t=2858&p=22982&hilit=3g+dongle+list#p22982
