Wi-Fi won't reconnect, nor turn off

As mentioned yesterday I'm totally new to both a tablet and Android. Yesterday I got my Scroll Extreme connected to my network (Wi-Fi provided by a Home Plug with wireless) and it could see files on my PC. This morning it sees the network and reports signal strength as excellent but won't connect. I tried telling it to forget that network and then re-entered the password: still nothing. So I decided to try turning Wi-Fi off and on again. I slid the on-screen "switch" to OFF and a message appeared "Turning off Wi-Fi...". Half an hour later it still says that, and the switch won't respond to attempts to turn on again.

What next?

Try forcing the tablet OFF by long holding down the power button until you see the switch off dialogue or if that doesn't appear just keep holding the power button down until the tablet powers fully off. Then reboot the tablet. Make sure WiFi is turned back on and then (as you told it to forget it) go through the setup WiFi process you used before to get you online.
This was probably through the add network setting.
