stickies

as some of us may have noticed, the forum is steadily growing on almost a daily basis.
this is great news!
however... (and here's the rant)
it seems a lot of new members forgo the introduction forum and just head straight to 'help me, my scroll doesn't do something i want it/expected it too.
also, a lot of the topics are the same...how many more youtube / java / market place based topics are there going to be?
please, please tell me there is a way to force new users into posting in the introductions thread first. with a great big stickie at the top of every sub-forum with 'NEW MEMBERS READ THIS FIRST!' plastered across it?
and more references to using the forum search box before asking the same question for the eleventy-millionth time.
I apologise if i'm coming across as rude, it is not my intention. i just feel that those new members who come here for help could be able to find what they're looking for quicker than by posting another topic...and possibly not getting the answer they hoped for.
