There are electronics built into these type of batteries and it is essential that the battery power does not fall too low before you attempt to re-charge otherwise you can experience the symptoms you describe. Not everyone will necessarily agree with me on this but a good practice is not to use the tablet without a power source (charger or usb)when the low battery drops to around 18%-or lower.
( I certainly wouldn't allow mine to drop below 10% at the very lowest.)
and then if convenient carry out a mains unit re-charge to a 100% without interruption.

It is impossible to guess if this is the case with your tablet that may respond if you are very patient or if there is a break in the charging circuit, although you say you do see the animated charging icon. Personally I would try giving it another 24 hours on the mains charger and if this does not kick the battery back into cycle then you will unfortunately have to send the tablet back as faulty.
If it isn't broken then don't try to fix it!

The overnight charge thing only really applied to older batteries the new ones don't need an overnight charge as they don't have "charge memory" so a a charge is a charge to them nothing makes a difference they might get a little better after a few charges mind (pretty sure on this one, although not certain). I also don't believe in the dropping below 10% problem, I've never had a problem with any of my smartphones after quite often dropping below 10%, have even got to dead several times.

Mind if I was only getting 5% each time I'd definitely send it back!

Correct me if I'm wrong but I thought the current range of Scrolls used Lithium Ion batteries: http://electronics.howstuffworks.com/ev ... attery.htm

That is not to say that lithium-ion batteries are flawless. They have a few disadvantages as well:
•They start degrading as soon as they leave the factory. They will only last two or three years from the date of manufacture whether you use them or not.
•They are extremely sensitive to high temperatures. Heat causes lithium-ion battery packs to degrade much faster than they normally would.
•If you completely discharge a lithium-ion battery, it is ruined.
•A lithium-ion battery pack must have an on-board computer to manage the battery. This makes them even more expensive than they already are.


EDIT The video on this page is not very helpful regarding how the battery works but as this is a 4 page article don't forget to read the other pages as page 2 in particular is very informative about lithium ion construction and operation.
If it isn't broken then don't try to fix it!
