Hi Margaret, I think that the odds of finding an actual portable Scroll power-connection-type charger to fit the primary charging port on your tablet which you can power from your car are about as good as winning the lottery
(I would be more than happy if anyone knows different)However as you correctly suspect, you can provide a trickle-charge to your Scroll tablet via the usb socket, but there are some limitations.
The 5 volt usb OTG power circuitry is limited on most recent Scroll tablets to 500 Milliamps when hosting devices and due to the nature of this circuitry it is not possible for the usb slave-mode to accept the full charging current of the same 2 amps that the mains charger provides when using the primary charging point.
Non-the-less, don't be put off as you can still charge your Scroll tablet from your car but only a trickle charge.
I bought something very similar to one of these from Amazon

In practice I found that when I am using the tablet that this charger will not keep the tablet at full charge but it does allow me to run it down a lot more slowly and if I turn the tablet off or put it in standby then it will charge the battery fully given enough time (usually about 4-5 hours from 70% discharged.)
If you have any other devices that will charge via usb then
( - you may need additional micro or mini adaptors) then something like this is very useful but it is worth remembering that if you have any devices that are speciffically designed to be normally charged via usb as the primary charging point
(the Scroll is not but will trickle charge quite safely.) then make sure you purchase an in car
(cigarette lighter) charger of a great enough power-out capacity as if you have a device that requires a 2 amp charge level and your charger can only supply a 1 amp charge level
(the in car usb chargers are each rated in their specs and the higher current rated ones cost more) then you may want to buy a more expensive one according to your other equipment demands
