I can see why you would ask this question as apart from the fact that the Essential II is listed as having a 2,800 mAh battery whereas the Scroll + is listed at 2,600 mAh the specifications do look the same and Storage Options even advertises the exact same purchase price too being £69.99.
Unfortunately Storage Options are not known for their firmware support and currently their support page has been reduced to just three stock firmware downloads dated 2011. The chances of them releasing the Scroll stock ROM for JellyBean are about as high as me winning the lottery.
I am not aware of anyone on the forum having yet flashed a new ROM on the Boxchip A13 which both the tablets you mention are listed as using. So consequently, the answer at this moment in time is that I certainly don't know but hopefully someone who also owns an Essential II and is well versed in hacking may be able to tell you.
Certainly, on the face of it the specs look very similar so maybe JB would be compatible but as you won't get the ROM from Storage Options (although you could always ask for it) this leaves you with CM10 and CM10.1 from XDA cyanogen mod if you have the knowhow to use it on an A13 chip.
As the Scroll + and the Essential II only have soft keys there are no hardware keys you could use to put the tablet into recovery mode or presumably to activate something like Livesuite so as far as my limited knowledge goes this would only leave you with the options of using ADB or perhaps something like android commander to communicate with the tablet's nand partitions.
Unless, someone has more knowledge on these relatively new tablets then I would suggest that if it ain't broke then don't try to mend it.
