Malfunction downloading Apps

I'm absolutely new to Android but I do have some Linux experience/ understanding. I hope I am on the correct forum for this.
The distributor swapped a defunct Extreme for an Elite so I am trying to recover my apps installed previously. Google Play shows the apps I previously installed but when I try to install them again they do not download, although I am logged in. How can I get Play to function as before?

Secondly I have some backups I think made from the file system and some backups using 'Titanium' how do I restore these? Do I have to be 'root' and if so how do I become root. (Superuser would not download).
Do I have to have the paid version of Titanium to recover?
Any suggestions would be appreciated

I suspect you can't re-download your originally installed apps from Google because it knows you are on a different device than the one you first used to install on. There may be a time delay on the Google servers before it finaly recognises your new device. This can be up to 24 hours or more which may also explain why you couldn't download Titanium backup.

You don't need the paid-for version of Titanium just to restore your apps.
The paid for version additionally gives you:
HyperShell (fast)
Fast/Auto app install
Dropbox
Google Drive

Thankyou Trashcooky, 'My Apps' is now up to date but I cannot install from that webpage, it all goes well until I press 'Ok'. I am still getting some crashes and poor response times after installing the previous mentioned hack. I will consider a factory reset eventually. I suspect there is something missing or blocking the web browser.
I found that clicking on the backed up apk did install, so I did get most of my apps back including titanium.

After doing a 'settings/reset/Factory data reset' some functions improved, but 'Play' app still restrictive as above, keypad hangs frequently.
Would a later version of 'com.android.vending-3.1.3-signed.apk' make any improvement?

I did try 'Backup reset/recovery ' mode and this did not work.
