I don't know, I thought you would only need to add the dictionary for the keyboard, and other files if missing rather than a complete new rom. You might have better luck on the XDA forum for this. There was a great guy on this forum that could have sorted this for you, as Dave has done this already, sadly tho' he passed away last month.

looking at MUi they dont support non english langauges on the rom but leave it to the user to add the language pack into the rom using apkautotool so you could use that to get arabic on Dave gave me a Turkish language pack for a phone of mine but i didnt use it i flashed CyanogenMod but will look into it

heres a link to the keyboard.apk arabic GB keyboard just open link on your tablets browser download and instal as usual GB only
will have a look for the language pack

looked into this a bit more looks like we would have to unpack framework-res.apk to put in the bi directional writing and insert the arabic fonts before re-compiling and push to excel it is possible but would take some time i have managed to unpack framework but get errors when trying to re-compile you can buy apps from play shop but you wont have bi-di or even maybe joined letters

Unfortunately, Dave's Excel (which I believe he once had ICS on) was flashed back to stock before I received it.

I am almost certain that Dave had left his excel as stock as thats what he said he was going to do as me and charlie where looking at ICS and dave wanted a stock GB for testing
i just wondered if he had put the arabic(GB) files onto it? as he lived and worked in Egypt and spoke the language
