Hi Meldrew,
That is a very old tablet you have there, originally shipped with android 2.1(also known as Eclair)
I believe it was based on Telechips processor and had a resistive touch screen so may not be worth much of an effort to try and restore it to health.
What I can suggest if you are keen is to type "Scroll 51624"into the forum search engine and this returns 28 pages that you could wade through to see if anyone has had the same problem and found a solution.
From your description it sounds like the firmware may have got corrupted, but it is hard to tell with any confidence on just a few details.
You could try holding down the Volume+ and the power On button together for an extended time and if you are lucky you might just access the system menu from where you might be able to carry out a factory reset but I don't hold out much hope.
