Scroll Elite 54486 stuck on android loading screen

Hello everyone new to the forums (Dont worry i posted an introduction)

I need some support on a problem well my step dad managed to mess up his tablet as in anything he pressed would pop up so and so has unexpectidly closed and nothing would work properly. I somehow managed to get into the settings and started the recovery menu and when loaded i reset the tablet. It seemed to go fine then shut off and turned back on only to stop at the android loading screen which it stayed there for over 40 mins then did nothing else.

now all it does it sit at the loading screen i have used a pin and pressed the rest button at the back and left it for 30 mins and nothing, i tried leaving it for 1 hour nothing, tried 2 hours and nothing so now i am not sure how to go about recovering it.

Any ideas and help is greatful.
